Tooltips on hover and focus, with transitions CSS ONLY
There are many solutions for Making Tool tips hover over/near elements using Javascript, but few using pure CSS. CSS Tool tips, dispite their limits, are useful when only minimally needed (usually they are). And if so why include a whole javascript plugin and library to make them? Check it out!
